Jerry Bialick, Executive Director
Jerry Bialick was appointed as the first Executive Director of Bexar County Emergency Services District No. 3 following the District’s assumption of operations for the Bexar-Bulverde Volunteer Fire Department in 2024. He previously retired from USAA in 2018 after nearly 30 years of distinguished service, concluding his career as National Director of Large Loss Operations.
Mr. Bialick began his fire service career in 1976 in Fairfax, Virginia, and went on to serve as Fire Chief of a department in the Dallas–Fort Worth area. He joined the Bexar-Bulverde Volunteer Fire Department in 2004, was appointed Fire Chief in 2014, and became the department’s first full-time Fire Chief in 2018.
Raised in Los Angeles, California, and Northern Virginia, Mr. Bialick is a graduate of George Mason University and holds a Master of Business Administration with honors from Regis University.
