An Emergency Services District (ESD) Board member is a community resident who volunteers their time to help oversee the district’s finances and operations. Board members are appointed by the Bexar County Commissioners Court and must reside within the district and remain in good standing. Members attend monthly board meetings and complete training required by state law to stay current on regulations outlined in Texas Health and Safety Code, Chapter 775.

Raymond Wilkinson, President

Raymond Wilkinson has served as a Board Commissioner since 2006 and has held the role of Board President since 2012. He is a longtime local business owner, having founded his landscape and irrigation company in 1983.
Commissioner Wilkinson has demonstrated a strong commitment to community service, serving for 38 years on St. Pius X Catholic Church Arborean Ministry Board. His additional civic involvement includes service on the VIA Advisory Board, the San Antonio Advanced Transportation District, and the Bexar County Bond Oversight Board.
A native of San Antonio, Mr. Wilkinson is a graduate of Mount Sacred Heart School for Boys, MacArthur High School and Texas A&M University.

David Diharce, Vice President
David Diharce has served as a Board Commissioner since 2018 and has held the position of Vice President throughout his tenure. He is the owner of a local construction and remediation business.
Commissioner Diharce has previously served as board member and president of his Homeowners Association. His service also includes board roles with local school organizations and involvement as a community leader on various issues affecting north San Antonio.
A native of San Antonio, Mr. Diharce is a graduate of Churchill High School and Southwest Texas State University.

George Drew, Secretary
George Drew has served as a Board Commissioner since 2024. He has more than 35 years of experience in the insurance industry, retiring as an executive with USAA.
Commissioner Drew has served on a national nonprofit home safety board and led wildfire mitigation initiatives in partnership with the National Fire Protection Association. He also served as a committee chair for the Insurance Institute for Business and Home Safety.
Raised in the greater Boston area, Mr. Drew comes from a family of professional firefighters—his father and grandfather both served in the fire service. He is a graduate of Northeastern University and has been a Bexar County resident for 25 years, proudly calling Texas home.

Robert Moss, Treasurer
Robert Moss has served as a Board Commissioner since 2007 and has held the role of Board Treasurer since that time. He retired after a lengthy career beginning with Sioux Oil Company in Wyoming, and with Tesoro Corporation in San Antonio. Mr. Moss also served as Chairman of the Board of Directors for the Tesoro Employees Federal Credit Union in San Antonio.
Commissioner Moss has been active in volunteer leadership, including service as Vice President of Lutheran Brotherhood West San Antonio, a fraternal organization providing financial and community services.
Raised in South Dakota, Mr. Moss is a graduate of Chadron State College in Nebraska and has been a Texas resident since 1968. In 2025, he was commissioned as an Honorary Texan by the Governor of Texas.

John Kirk, Assistant Treasurer
John Kirk has served as a Board Commissioner since 2012 in the role of Assistant Treasurer and as the BCESD No. 3 Investment Officer. He spent much of his career in the banking industry before founding his own consulting business in 2020. He currently serves as a Commercial Sales Manager for a real estate title company.
Commissioner Kirk has served on a variety of boards and civic organizations, including the University of Texas at San Antonio Center for Innovation, Technology, and Entrepreneurship, the Strategic Planning Committee for Comal ISD, and as a lifetime member of the National Eagle Scout Association.
Mr. Kirk is a graduate of Worcester State University, University of Virginia, and Harvard University.
